Gus Proctor — Lifelong Community Servant

Proctor Hometown HeroGus Proctor is a 55-year-old lifelong resident of Charles County, Maryland, whose life has been defined by service to his community. Gus is a devoted husband to his wife, Anna, and a proud family man with two stepsons, one son, and two grandchildren. He is a retired Sergeant with the Charles County Sheriff’s Office, where he served for 30 years, holding numerous positions throughout his career.

Today, he continues his service in a civilian role as the Community Organizer for the Sheriff’s Office.

For the past 19 years, Gus has led the Law Enforcement Torch Run for Special Olympics Maryland as the agency’s coordinator, raising over $1.1 million to support athletes across the state. He also serves on the Board of Directors for the Maryland Law Enforcement Torch Run Executive Council.

His commitment to the community doesn’t stop there. Gus is a Board Member for Spring Dell Center, Inc., Sagepoint Senior Living Services, and partners with Lifestyles of Maryland, Inc. to organize an annual Easter Basket Giveaway, with over 3,000 baskets distributed to children in need.

His dedication has earned him numerous awards and recognition for his outstanding community service in Charles County.

 

Lieutenant Everett West — Marine Corps Veteran and State Police Leader

West Hometown HeroLieutenant Everett West is a dedicated officer with the Maryland State Police. A United States Marine Corps veteran and the current commander of the La Plata Barrack, Lt. West has built his career on service, leadership, and integrity. He leads with a firm commitment to public safety while championing ethical leadership and community connection across Southern Maryland. Off duty, Lt. West is the visionary behind impactful outreach programs like the Kids and Cruisers Car Show, No Hunger November, and Shop With a Cop—initiatives that have united law enforcement, families, and local businesses to support children in need. A devoted husband of 19 years to Jaime, and a proud father to Jaelyn and Landon, Lt. West lives out the core values he expects from others. As he often says, ā€˜Leadership isn’t about authority—it’s about responsibility.’ And tonight, we honor a man who exemplifies both.ā€

 

Carl Schinner — Veteran Law Enforcement Professional

Carl Schinner Hometown HeroCarl Schinner is a veteran law enforcement professional with nearly 40 years of service. A devoted husband to Pam for 41-years and father to Carl and Alison.  He began his career in 1987 with the Greenbelt Police Department, rising to the rank of Captain before retiring in 2013. He then served as Chief of Police for the La Plata Police Department (LPPD) from 2013 until his retirement in 2025. He currently works with the Prince George’s County Police Department in its 21st Century Policing Unit. As Chief, Carl led LPPD to national accreditation through CALEA in 2018 and reaccreditation in 2022, with a third review set for 2026. He launched several innovative community policing and public safety programs, including Operation Prevent Porch Piracy, the #9PM Routine, and the Prevent the Morning After impaired driving campaign. Carl prioritized inclusive policing, securing training and federal resources to support individuals with autism, dementia, and other cognitive conditions. His efforts brought Project Lifesaver technology to LPPD, improving safety for vulnerable community members. He has held leadership roles as President of the Maryland Chiefs of Police Association and Vice Chair of the Maryland Municipal League’s Police Executive Association and was appointed by Governor Wes Moore to the Task Force to Ensure the Safety of Judicial Facilities. Nationally, he serves as a CALEA Delegate and has contributed to the International Association of Chiefs of Police’s PREA Focus Group.
